“I Just Need MOFA”: Why Your Document May Need Three More Steps First

Last updated: 24 September 2026

There are two completely different jobs hiding behind the phrase “MOFA attestation“, and knowing which one applies to your document changes everything about the cost and the timeline.

What is MOFA? MOFA is the UAE Ministry of Foreign Affairs (officially the Ministry of Foreign Affairs and International Cooperation). MOFA attestation is its stamp confirming that a document is genuine, so UAE authorities will accept it.

If your document was issued inside the UAE, MOFA attestation is usually a single step — and for eligible digital documents it can be done in about two hours. If your document was issued outside the UAE, MOFA is the last of four stages, and the first three happen in the country where the document came from. That route typically takes two to six weeks.

Most people who contact us saying “I just need the MOFA stamp” are in the second group and do not yet know it. This guide is how to tell the difference before you commit to a timeline.

Start here: where was the document issued?

Not where you live. Not where you need to use it. Where the piece of paper was originally created.

  • A degree from a university in India — foreign document, even if you have lived in Dubai for a decade.
  • A marriage certificate from a UAE court — UAE-issued.
  • A birth certificate for a child born in a Dubai hospital — UAE-issued.
  • A police clearance certificate from the UK — foreign document.
  • An employment contract issued by your Dubai employer — UAE-issued.

That single question determines which of the two routes below you are on.

Route A: documents issued inside the UAE

For a document created by a UAE authority, the earlier stages of the chain do not exist — the document is already domestic. What remains is the MOFA attestation itself, and in some cases a preceding notarisation.

The ministry offers a digital attestation route for eligible UAE-issued digital documents that carry a digital verification feature. According to the ministry’s own service page, this is completed within two hours during official working hours. There is also a courier-based route quoted at one to three business days, depending on the courier.

This route is genuinely fast. If someone has quoted you weeks for a UAE-issued document, it is worth asking why.

Where UAE-issued documents still get complicated: if the document needs to be used outside the UAE, the direction of travel reverses. You then need UAE MOFA attestation followed by the destination country’s embassy in the UAE — an outbound chain, not an inbound one. That is a different process with different requirements.

Route B: documents issued outside the UAE

This is where the word “just” stops applying. A foreign document needs four stages, in strict order, and none can be skipped or reordered:

Stage 1 — Notarisation or authentication in the country of origin. Handled by a notary public, the issuing university, a civil registry, or the relevant ministry, depending on the document type.

Stage 2 — That country’s ministry of foreign affairs. The MEA in India, the FCDO in the United Kingdom, the Auswärtiges Amt in Germany, the MEAE in France, and so on.

Stage 3 — The UAE Embassy or Consulate in that country. The UAE mission confirms the preceding stamp.

Stage 4 — UAE MOFA. The final stamp, applied in the UAE, which makes the document valid for use here.

Only after stage 4 is the document accepted by UAE employers, courts, banks, universities and government departments.

How long Route B takes

Country of origin Typical full chain
India 2–4 weeks
United Kingdom / major EU 3–5 weeks
United States 3–5 weeks
Eastern Europe Up to 6 weeks
Other countries 2–6 weeks

The MOFA stage itself is quick once the document reaches it — we work to 2–3 working days as standard, with a 1 working day express option. It is stages 1 to 3, happening abroad, that consume the calendar.

The apostille trap

A specific and expensive misunderstanding, worth stating plainly.

The UAE is not a member of the Hague Apostille Convention. An apostille alone is not accepted for use in the UAE. If you obtain an apostille on a document in your home country expecting it to be sufficient here, it will not be — you still need the UAE Embassy stage and then UAE MOFA.

This catches people arriving from the United States and Europe most often, because in those countries an apostille genuinely is the end of the process for most destinations. It is not for the UAE. We cover the difference between apostille and attestation in detail here.

A quick self-check

Answer these three questions and you will know your route:

  1. Was the document issued by a UAE authority? If yes, you are on Route A.
  2. If no — does it already carry stamps from your home country’s foreign ministry and the UAE Embassy there? If yes, only the MOFA stage remains, and you are near the end.
  3. If no to both — the full four-stage chain applies, and the realistic timeline is weeks, not days.

If you are not sure what the existing stamps on your document mean, send us a photo. Reading stamps is routine for us and it takes a few minutes.

What this means for planning

The practical consequence is about deadlines. People commonly discover they are on Route B roughly ten days before a visa appointment or a job start date, at which point the options narrow considerably.

If you know you will need a document attested — for a work permit, a family visa, a university admission, a professional licence — starting the chain early is worth far more than paying for express handling later. Express shortens some stages; it cannot create weeks that have already passed.

And where a document set is involved, remember that each certificate moves through the chain separately and carries its own government fee. A family visa set of four documents is four journeys, not one. We break down what that actually costs here.

FAQ
Frequently asked questions

Not for use inside the UAE. If you need to use it in another country, you will need that country’s embassy in the UAE after MOFA attestation — a separate outbound process.

No. Where you live does not change where the document was issued. A foreign-issued certificate follows Route B regardless of how long you have been a resident.

No. MOFA verifies the preceding stamp in the chain. Without the embassy stage there is nothing for it to verify, and the submission will not be accepted.

No. The order is fixed.

Yes. We coordinate the full chain end to end from the country of origin through to the final MOFA stamp in Dubai, with no government office visits required from you at any point.
