Attestation by country

Certificate Attestation by Country in the UAE

Certificate attestation makes a document issued abroad legally valid for use in the UAE. Because the UAE is not part of the Hague Apostille Convention, an apostille alone is not accepted — every foreign document must complete the full attestation chain, ending with the UAE Ministry of Foreign Affairs (MOFAIC). Seal & Signature handles this end to end for documents from 120+ countries.

120+ countries covered · Full chain to UAE MOFAIC · No government-office visits · Based in Dubai

For UAE use

The three-stage attestation chain

1
Attested in the issuing country
2
UAE Embassy or Consulate
3
UAE MOFAIC final stamp

How country-based attestation works

Attesting a foreign document for the UAE follows the same three-stage chain, whichever country the document comes from:

  • Attestation in the issuing country — the document is notarised and attested by the relevant authorities in the country that issued it (for example, the FCDO in the United Kingdom, the State Department in the United States, or the Ministry of External or Foreign Affairs elsewhere).
  • UAE Embassy attestation — the UAE Embassy or Consulate in that country verifies the document and adds its stamp.
  • UAE MOFAIC attestation — once the document is in the UAE, the Ministry of Foreign Affairs and International Cooperation applies the final stamp that makes it legally valid across the UAE.

Only after all three stages is a foreign document accepted by UAE employers, universities, courts, banks and government departments. Seal & Signature manages every stage for you — no government-office visits required.

Do you need an apostille or attestation for the UAE?

You need attestation, not an apostille. An apostille on its own is not valid for use in the UAE, because the UAE is not a member of the Hague Apostille Convention (HCCH official status table). This means that even documents from countries that issue apostilles — such as the United Kingdom, United States or India — still need the full attestation chain ending with UAE MOFAIC. If you have already obtained an apostille, it does not replace the UAE Embassy and MOFAIC steps, so please contact us before paying for one on its own.
