Six significant UAE visa updates appeared during 2026, and most people only hear about whichever one reached their feed. Entry became easier for some nationalities and faster for tourists. Property-linked residency opened up considerably. One route closed on health grounds. A new medical visa is being built.

Below is each change, taken from the authority that issued it, and then the question almost no visa article answers honestly: does this actually mean you need attested documents? For most of these changes, no.

What changed in UAE visa rules in 2026?

Six things: visa-on-arrival eligibility widened to six more nationalities, Dubai single-entry tourist visas moved to a 48-hour stated completion time, the AED 750,000 property-value floor for the two-year investor visa was removed for sole owners, a temporary overstay fine exemption was granted after regional airspace closures, a smart medical visa was announced for development, and new visas were suspended for three Ebola-affected countries.

Four are currently active, one has expired, one is still being built. Visa rules are policy and can be revised at any time, so treat everything below as the position today.

Who can now get a UAE visa on arrival?

Nationals of Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa can receive a visa on arrival, provided they hold an ordinary passport and a valid residence permit from a qualifying country.

The qualifying residence permits are those issued by the United States, any European Union member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada. Accompanying family members are covered on the same basis. The decision came from the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) in coordination with the Ministry of Foreign Affairs, and was announced on 25 June 2026.

Two durations are available: a 14-day visa, extendable once, at AED 100, and a 60-day single-stay visa, not extendable, at AED 250. Government fees are set by ICP and apply separately from any service or agency charge. The standing overstay penalty of AED 50 per day applies once your permitted stay ends.

The nuance that decides most cases: this is conditional visa on arrival, not open visa on arrival. Your passport alone does not qualify you — the residence permit is the condition, and it must be valid when you travel. A Filipino national living in the Philippines is not covered. A Filipino national holding a valid Canadian residence permit is.

How fast is a Dubai tourist visa now?

GDRFA lists 48 hours as the completion time for issuing a single-entry tourist visa. That is a stated service standard, not a guaranteed approval deadline, and it is worth reading it that way before booking flights around it.

Two details from the official GDRFA service page that the coverage tends to drop:

  • Only accredited tourism offices in the emirate can issue this visa. The sponsor must be a tourism establishment in the UAE. You are not applying for this one directly yourself.
  • The published fees are AED 200 for the 30-day visa and AED 300 for the 60-day, plus 5% VAT. Additional charges apply if the applicant is already inside the UAE.

Requirements are a passport with at least six months validity, a personal photo, an onward or outbound travel ticket, and valid UAE medical insurance.

Has Dubai really removed the AED 750,000 property visa minimum?

For sole owners, yes. The minimum property value of AED 750,000 for the two-year property investor residence visa has been removed where the applicant is the sole owner. Where a property is jointly owned, each investor must hold a share worth at least AED 400,000. The current eligibility criteria are published on the Dubai Land Department investor visa service.

This is the most consequential of the six for anyone already invested in Dubai real estate: a modest apartment that previously fell short can now support a two-year renewable residence permit for its sole owner. The overstay fine exemption — does it still apply?

No. It has expired. ICP first waived overstay fines for people whose departure was disrupted by regional airspace closures. After the exceptional circumstances ended, eligible travellers were given until 9 July 2026 to regularise their status or depart. That window has closed.

It is here because it is still circulating as current advice. If you are on an expired visit visa today, no general exemption is protecting you and daily fines are accruing. Check your status directly with ICP or GDRFA rather than relying on a lapsed concession.

What is the UAE smart medical visa?

An announced initiative, not a live route. GDRFA-Dubai and the Dubai Health Authority are developing a “smart medical visa” intended to link the visa, residency and healthcare stages of a treatment visit into one journey. No eligibility criteria, fees or application channel have been published, and there is no way to apply for it today. Anyone travelling to the UAE for treatment in the meantime uses the existing visit-visa channels.

Which nationalities are affected by the Ebola visa suspension?

Nationals of the Democratic Republic of Congo, Uganda and South Sudan. The National Emergency Crisis and Disasters Management Authority (NCEMA) and ICP suspended issuance of new visas, including visit visas, with effect from 6 June 2026 as a precautionary public-health measure.

Entry restrictions accompany the suspension and extend to travellers routing through a third country, with a stated exception for those who have been outside the affected countries for more than 21 days before arrival. The measure is tied to health developments and under review, so verify before booking.

So when do you actually need attested documents?

Not simply because you become a UAE resident. This is where most attestation advice overstates the case, so it is worth being exact.

Attestation is not triggered by:

  • Entering the UAE on a visit or tourist visa, including visa on arrival. Passport, insurance and travel-ticket requirements vary by route, but attested certificates are not part of the standard tourist-visa checklist.
  • The two-year Dubai property investor visa, taken on its own. The DLD investor visa checklist is built around proof of ownership and identity. It does not ask the investor for an attested personal certificate.

Attestation becomes relevant for:

  • Sponsoring family. Bringing a spouse requires an attested marriage certificate; bringing children requires attested birth certificates. This is the most common trigger by a wide margin, and it is what catches property investors — the visa itself needs nothing, the family that follows does.
  • Employment, depending on the role. UAE government guidance lists “authenticated academic qualifications, if required depending on job level”. If required is doing real work in that sentence. Many jobs never ask for one.
  • Regulated and licensed professions. Medicine, engineering, law, teaching and similar fields assess qualifications before licensing. Depending on the profession and licensing authority, this may require an attested degree certificate, certificate equivalency or another form of professional verification.

Documents not issued in Arabic or English may need certified legal translation before attestation or submission, depending on the receiving authority. MoFA requires documents submitted for its courier-based attestation service to be in Arabic or English, or accompanied by a legally certified translation.

What has not changed: the attestation chain itself

None of the 2026 visa changes altered how foreign documents are legalised for use in the UAE, and one point still catches people out: the UAE is not a party to the Hague Apostille Convention. An apostille from your home country is not sufficient on its own.

A document issued abroad generally has to be attested in its country of origin, legalised by the UAE embassy or consulate there, and then attested by the UAE Ministry of Foreign Affairs once it reaches the Emirates. That chain runs independently of visa processing, which is why it becomes the bottleneck when it applies: a tourist visa decision is quoted in hours, a document chain in weeks.

What to do before the rules change again

  1. Confirm your route first. Establish which visa category you are going for and, for employment, what your employer or licensing body actually requires. Attesting documents you turn out not to need costs money for nothing.
  2. Then start the chain early. Where attestation does apply it is the longest step and the one you cannot compress. MoFA states that an attested document has no expiry date, although the receiving authority can still set its own document requirements.
  3. Verify at source, on the day. ICP, GDRFA and MoHRE are the authorities. Any article — this one included — is a summary of what was true when it was written.
